Procuringentitiesin DMCs conduct needs analysis and market research, in varyingdegrees,to guidethe development of their procurement requirements. In Fiji, for example, there are some manual monitoring and spend analysis agreement. The proposed amendments to the Procurement Regulations seek to introduce a strategic procurement planning process. Framework agreements are not uniformly used in operations across DMCs, however. to domestic small and medium-sized enterprises and/or may establish conditions for use of local raw materials. the ceiling for contract awards (which means that bids above the ceiling will be rejected).
